Task Manager CPU speed stuck at 3.8GHz (CPU 3300X)

MB: Asrock X570 Steel Legend - Latest bios

Fresh install of W10 - Latest drivers

Running Windows balanced power plan

Both HWinfo64 and Ryzen Master display the frequency as either increasing or decreasing depending on the task being performed. However, with Task Manager the CPU speed is fixed to the base frequency of the 3300X and doesn't increase or decrease.

Can someone please explain why this is the case?
Is there a setting I need to change in the bios?
