HR Exercising?

I see that the zones for HR go up from 130 to 170 for me - is the different for others? I’ve only gotten over 170 when I was having a panic attack! My resting HR is around 70, and if I hit it really hard, I get up to 150. Is it normal for zone 5 to be that high? Is this a normal number they use for everyone? Just curious if this is normal or what I should aim for.
