Help.. replacing power steering lines (2004 Buick rainier)

Was removing the old seals from the power steering rack and this piece came out of the circled port (see mine in the second picture for reference) what is this piece for and would I need a new one? Mine looked like it was torn up. It looks like some sort of valve.
