How to fix this with limited budget?

I can’t install new tiles. What material should I use to apply over concrete to make it smooth and ready for painting? Mentioning brands or links is appreciated. Additionally, what steps should I follow? Should I first sand down the existing concrete? Won’t the layer end up being too thin? Thank you.
