Comenity Bank declined - score too low???

I recently applied for the Caesar’s Rewards credit card, issued by Comenity Bank. I just got my denial letter in the mail, and it said my score is too low. They pull from Equifax, and that score is 756. Is that really too low of a score?? I have a hard time believing it is.
