Wart or tick on my dogs chin?

Any thoughts? I just noticed it today, so I think it’s relatively new. Would a tick ever be located here? I thought maybe it was just a clogged chin hair pore, but it seems too hard and didn’t dislodge or anything when I tried to scratch it off. So my guesses are:

1. A REALLY embedded tick such that I can’t even tell for certain if it is a tick or not (guess I could just wait and see if it grows)
2. A small wart (seems possible given the appearance of like horn type things on the top of it)
3. A skin tag
