Call center jobs in Egypt

Are foreigners just not allowed to work in call center jobs in Egypt? I applied to Sutherland and other places and almost always got rejected just because I'm not Egyptian and it's really frustrating because I really need a job right now and I feel like this is the only one I can do well atm :(
