HELP

noticed a weird scraping burbly sound as i got off the freeway the other day and noticed this today? is it just the plastic shield thing for the car and will it be alot to replace? Ive been driving it before noticing its touching the ground and car drives fine and doesnt make weird noises but is it important to replace it
