I seriously cannot get to this roof

I’m on Kashykk and all I have to do is meet this Saw guy on the roof. The elevator doesn’t work and I know where the overcharge panel is but the door is locked. How am I supposed to get to the overcharge panel?

Also how the fuck did Saw even get up there? Like, did he intentionally lock me out of this elevator panel room to test my jedi ability or something? There’s no reason for such a mundane task to be this complicated. I’m about to give up on this game entirely and I was actually having a lot of fun until this puzzle
