What affects the price of licenced music?

Currently putting a budget together for my debut feature and my line producer has asked me to research the cost of using licenced music, so I'm just wondering about the above question.

Is it the popularity? How much of the track is being used? Would the fact this is a low budget independent piece affect prices in anyway?
