Guys, I have a question about saw viper

I have only watched the old GIJOE cartoon, and he was a kind of trooper and there were many saw vipers in the cartoon.

However, some of my friends told me he is a single character and killed lots of Joe’ members in comic. Therefore, who the hell is he?

Should I consider him as a single character or just a trooper?
