Is Mavuika still better than Arlecchino without 5 star Natlan characters?

I will not deny that Mavuika isn't better than Arlecchino, because is is better. Citlali melt and Pyro res shred with Xilonen's shred makes her damage go up crazy, but, what she only has access to Ororon or Kachina for Nightsoul to get her burst? Is she still better than Arlecchino or does Arlecchino surpass her in that regard (and to be fair, assume Arlecchino is also F2P).

This isn't to try and start a fight, this is a genuine question I have, like is she still better than Arlecchino f2p.
