Affidavit/Gazette Help

I had recently got my police verification done for my fresh passport but the police guy mentioned I would need to go to the RPO upon getting a notification to submit the gazette. So the scenario is like this; my dad's surname in LC has the spelling of ' Mendonca ' but in my passport application it's written as ' Mendonsa ' (as per his aadhar). Same goes for me as on my birth certificate and school documents its ' Mendonca ' and in my aadhar, pan and voter id it's ' Mendonsa '. Both spellings are correct in their own way.

I'm a bit confused that do I just need to make an affidavit and it's good to go or would I need a gazette as well? I talked to an agent near me who makes all these and he said both should do the work (affidavit and gazette), no need for a newspaper ad.

Would appreciate your guys advice/help on this!

P.S: The agent stated charges of ₹1600 for both affidavit and gazette. Is the charge justified or ?!
