Very specific and replicable stuttering issue.

I have been using Sunshine and Moonlight for some time now without any problems, however, I just upgraded my PC and am now experiencing some issues.
For context, I stream my PC onto a projector in my garage for golf simulation. One thing I started experiencing on my new computer is that any time I take a shot at the golf ball, the ping on Moonlight jumps from 1ms to 9~25ms then goes back to 1ms. I am hardwired through Ethernet and streaming from an Nvidia Shield Pro.
I was monitoring my system to see what was going on and noticed my CPU load goes up to around 50% after a shot, most of that going into the video encoding for my golf swing cameras, but this was never an issue on my past computer. I switched from an Intel 9th generation i9 to an AMD Ryzen 9800x3d.
This can be replicated every single time, so it's not a fluke or one off. I've tried different encoders and utilizing more core threads, but nothing has helped yet. I have also tried lowering the bitrate to 25 and choosing smoothest video which didn't change anything. The most noticeable issue is that the audio stutters every time I take a shot. I've also tried changing my ethernet to a PCI-E network card to troubleshoot and that did not do anything either.
Trying to really wrap my head around what's going on. I will add videos later if this doesn't get enough traction, but I am currently in the office at work and was hoping someone here might be able to help.
