What should I do with my NEO

Hi, I have some neo since 2017 on Binance. There I am getting some gas from them.

My question is , what should I do with my neo to earn more. Specifically:

I) where (wallet) should I move my neo

Ii) when should I do that ( because I read on this sub that Binance is actually paying more gas as compared to normal wallets)

Iii) will most of the rewards for hodling neo come from voting when neo 3 arrives? If yes, how can I vote and when will it start.
