Zhongli or Citlali

Hey Nuevilette mains! I’m thinking of pulling for the Hydro Dragon in the upcoming week. I’ve got 100 pulls saved up and I’m at 13 pity with guaranteed event character. I’m torn between pulling for Zhongli or saving up for Citlali. I know Zhongli is the best shielder and pairs really well with Nuevilette, but Citlali is a cryo, so we never know if she might even get a rerun or not. I’d love to hear your thoughts and opinions on this!
