Construction limit reached

Hey guys, I just ran into an odd issue with this new update. I’m currently building two cities in two neighbouring star systems and I can no longer build anymore? I tried to add more things but I get the message saying Construction Limit Reached. I took this as “you have too many items built” but this confused me considering I’ve made HUGE and waaay more complex city builds before this update and have never got this message.

I’ve tried saving and reloading and even restarting the game and fully shutting down my Xbox. My fear is that there’s an “overall” construction limit per account save😔
