Is there an application you can download that limits the db output of your microphone?

Let's say I dont want my buddies to hear anything above 80db. I understand it depends on how much they have me turned up on their system, but I am talking about how your computer measures it (if you know what I mean). When my voice gets too loud, ex: I yell, I want the system to block output until I get quiet again.
