Thought experiment - If NE region was a separate nation, what kind of country would it be?

Would we be a liberal democracy? Would be an ethno-state? Would we be secular? If so, western style secularism with complete separation of church and state or Indian style where all religiins are equally pandered to? What kind of relations would we have with our neighbours? Would we define minorities? How would we treat them? What would be our USP to the world?
