What to do if metformin isn’t causing weight loss and can’t get GLP-1?

So I’ve been on metformin xr about 4 months, just got to 1500MG XR. Was doing 1000MG XR around 1 month. I’ve seen a RE and Endo and OBGYN and dietician. They told me metformin would cause weight loss which would solve my problems. In all honestly I am still dropping/ losing the same 5-10 pounds and actually gained some back even upping dose. They won’t prescribe me a GLP-1 as they say I am not eligible for GLP-1. I am prediabetic and have been diagnosed PCOS. I was prescribed spironolactone but haven’t started due to prioritizing metformin first. I also refuse to be on birth control, I do provera to induce bleeds. I feel at a loss, I know I need to lose weight but the Metformin isn’t doing much except preventing weight gain, I can’t get GLP-1. I’ve changed habits, diet, routine and still not much. Any advice on my next steps is appreciated or shared experiences
