Tour of Higuey

Hi everyone, I'm visiting Punta Cana/La Romana area and want to surprise hubby with a tour of Higuey. We enjoy cigars and would like to see the city as well as buy some souveniers and anything else of interest. Would consider a cenote as well. I speak Spanish. Can you recommend how I can go about doing this without getting ripped off? Which cigar factory should I look into? Thank you all in advance.
