Anti-Kiting Rule
I've been thinking about how to make something that will prevent people from focusing forward while they retreat. It's a hard thing to do and it can make for weird situations. Here's the basic rule I've come up with:
Backpedal: If your action targets a foe (shooting, magic attack, intimidation, etc) and you wish to end at a point further from the point you targeted, your move is reduced by half.
Of course, some characters might be more highly capable of avoiding this effect, so an ability to counter it might look like:
Skirmisher: You ignore the backpedal rule.
Thoughts? Are there situations where this doesn't make sense?
