copper vs. lead tip 22LR... edumucate this dummy

Simple question. If copper-plated 22L rounds are (supposedly) inherently less fouling to barrel and chambers, why isn't all ammo copper plated? Is it because copper fouling can be just as bad, or worse, than lead fouling in a revolver? This may be a real dunderheaded question, but this relatively new shooter wants opinions.
