What happens to the crazy people who get arrested?

Some guy apparently went around breaking windows in midtown over the weekend. He was arrested, but everyone at my office agreed that “he was probably released in the morning”. Does anyone know what actually normally happens to the people arrested doing stuff like this? Do they really never get jail time?
