Are the Eagen's suffering from Reintegration Sickness?

I think Jame Eagen may be showing signs of reintegration sickness, similar to Petey after he took out his chip, he gives a very confused and lucid look after Helena calls him 'father', suggesting he didn't know he was her father, perhaps Kier has already been implanted into Jame or Jame's innie is her real father?

Is MDR working on a cure for reintegration sickness, is that what Cold Harbour is, did they have success with Ms Casey?
