I Don’t get it. They leaders say world is toxic because it is. Why not just show reality as it is? Who cares if they clean? They want people scared and in control. Stating the truth achieves that. Let people out in properly sealed suits with limited air and allow the inhabitants to view the live video feed. the thousands of dead bodies from other misguided rebellions supports their position. The fake visor thing is a really weird position to take.
