Italian Names and Features ONLY?

Hello all,

Can somebody shed some light on me about how Kuttoe's Townie Demographics mod works? I'm in Tartosa and I'm getting increasingly frustrated. The mod promises that (and I'm paraphrasing here), that in Tartosa i'll see more Sims spawning in with Italian names/surnames, olive skin tones, and other ethnic features, but I'm seeing none of that. Every townie that spawns in just looks same ol' same ol'; they don't fit the Italian setting I want at all and I can't tell the story I want.

Is there some setting within the mod I can tweak to make it more strict in spawning the type of Sims that I'm looking for? If there are other mods that can help me, please list them below:
