When do I ring to negotiate? Rolling contract

So every 12 months I do the normal dance of ringing to renegotiate. Last time I did this they gave me a good discount but seem to have switched me to a monthly rolling contract raher than the normal type.

As such I am confused to when I can renegotiate without any fees being tacked on?
