Mastery rank question

So i am mastery rank 2 and my exp to rank 3 is zero but I can't do the rank up mission till 8: 45 pm tonight. why is that? Has anyone ran into this issue? I had just gotten rank 2 yesterday but it doesn't make since that I'd already gotten this close to 3 but I did unlock mercury and defeated jackal.
