Why are all my tracks unmuted automatically when a project is loaded?

Hello everyone, I'm having a weird issue with a particular project where if I mute a bunch of tracks, save the project, quit ableton, open ableton, and load the project I was just working on, all of the tracks will be unmuted when the project loads.

It's only happening with one project I have so I feel like I must have set something accidentally but it's driving me crazy. If I take a break from the project I have to spend time muting tracks again to how it was before.

Does anyone know what might be causing this? Thanks in advance
