What can we do about noisy neighbours upstairs?
I have been living at my current HDB flat for about 15 years already. When I first moved in, I noticed that my upstairs neighbours were really noisy; making all sorts of sounds like dragging furniture, dropping stuff, rolling marbles, children dropping their toys, jumping and running very loudly (they have 3 kids) and what have you. They even do this during odd hours when everyone is sleeping. During that time, I went to confront them, and they were very smug about it, asking if I had any proof that it was them and saying that it could've been their next door neighbours (IDK how they think when houses next to theirs make noise I can hear it directly above my house?). But any way, after trying to talk to them a few times, I gave up and went to town council. They sent a nice little pamphlet to all the houses in the floor above mine, advising them to use rubber pads on their furniture legs and keep noise levels low during odd hours. Ofcourse that wasn't going to stop anything so the noises just continued. Feeling defeated, we just gave up on it and have been putting up with the noises they've been making for 15 years.
However, now we have a newborn in our house. It takes like an hour for us to put him to sleep and he doesn't even get to sleep for like 15 minutes before he is woken up by the noises my upstairs neighbours make... Everyone at my house have been on edge due to lost sleep because the noises keep my baby up and crying all the time (even in the middle of the night as mentioned earlier). I don't know what to do... If I go and confront them, they are going to pull the same smug behavior again. If I go to town council, they're gonna send the same useless pamphlet which doesn't do anything... Any suggestions or help?
