Wheel locks and no key?

I bought a used car from a dealership and it didn’t come with a key for the wheel locks. I’ve tried buying a couple different ones that look similar on Amazon and none of them fit. The dealership I bought the car from said they don’t have the keys either and they can’t rotate my tires until I get it. Any suggestions as to where I should go to find these keys?
