Passport renewal in Bengaluru

My passport is up for renewal and my hometown is in Punjab. So I had some queries in this regard:

1. Can I get it renewed in Bengaluru itself or do I need to go to my hometown to get it done? (My address in the passport is that of my hometown)
2. Will the Police verification happen again for renewal?
3. Can the passport be renewed after it has already expired? Like are they going to be some additional formalities compared to, if I get it renewed before it’s expiry? (I don’t intend to travel outside India for at least another couple of years)
