Why don't the characters wear warmer clothes in winter?

I live in a really cold place, so I don't know if it's an American thing, but it just seems absurd that when it's snowing outside, characters seem to be just fine going around in sweaters, hoodies and leather jackets. They also seemingly ride bikes without gloves when it's winter with problem. Is this game logic or just culture shock?
