Low fps new pc old videocard

Hi! I just got a new pc and I'm getting way less fps than I expected. I barely run it on low at 144fps. I got a ryzen 7 7700x 32gb ddr5 6000 and a gtx 1070, waiting for the 5070 to release. Could this be the videocard? Maybe cs2 also depends on the videocard unlike cs go
