engineered wood with an underlayment instead of glue

How common or uncommon is it to use an underlayment for engineered wood instead of glue? Have you done it? Would you? The client is concerned about off gassing of voc's from glue. This is an old house so no vapor barrier under slab. I will tape the seams of the underlayment really well. Please share opinions.
