Battery Powered Motion Detect Camera Options

So we have a massive smash and grab problem in our buildings underground parkade.

I am looking for at least one (maybe two if they are affordable enough). There are so many options out there and I am finding it hard to tell what is good and is not.

-battery powered, extra consideration to ones that I can expand battery life using a USB power pack. -I don’t mind a monthly subscription, but it can not be on a contract. -motion detection alerts to a phone -instant live view on a phone -They are in a moderately lit area so night capability’s are not important. -I technically don’t have access to wifi at the location, so a 4G capable camera would be best. That has to work in western Canada. However I can’t seem to find one, so I might get a mobile hotspot from a local cell provider and place it in my truck dash with constant power near the camera(s) giving them wifi access. If 4g cameras are too expensive a wifi one with a hotspot, may be the way to go anyways. -low resolution is plaguing the building installed cameras, so having one camera would make resolution more important. 2 or 3 lower resolution camera placed at different locations would be more valuable than a single high resolution. That would balance via cost if I can get 3 cameras for the price of 1 that would almost be better. -if a 4G capable camera is used one with location tracking would be valuable, but not an asset. It is possible the thieves will notice them and take them, as they have stolen dash cams consistently.

On a related/separate note, does anyone know of a comparable product to OWL cam that functions in western Canada?

Money is a consideration, as the reason I am protecting from these thefts is I can’t afford them. However I need functionality and reliability so I am aiming for mid range products.
