Why do they give people leave penalties when there a known issues?

Basically the title. As many of you probably see right now there's a message on the NA server that says "Were aware of problems causing games to crash during or immediately after loading and are working on a fix". I guess I just got the bug because the game would not load for me. After 2 restarts I couldn't get in. So why on earth do I get a leaver penalty and get punished? This has to be fixed. Now due to no fault of my own I got massive LP losses.
