Under 20 FPS Performance

Hey all, my friend got a laptop with a 3060 Laptop GPU, which is more than enough. He just downloaded it, and it lags very much. His laptop can't even get 30 FPS. It's always 20 FPS max. I've tried helping him update the graphic drivers, and it still won't work. From what I've seen as well, dialing the graphics settings from low to high results in the same around FPS, it makes no difference. Do you guys experience the same things as well?
