Ryzen 5 3600 stuck at base clocks, won't boost at all.

Good day. My CPU is Ryzen 5 3600 and Motherboard is BioStar B450MHP. I had a ASUS Prime A320M-E before, and on it my CPU ran at 4.2Ghz boost clocks 99% of the time. However, on my new CPU, it is stuck on 3.57/3.60Ghz base clocks.

Things I have tried; turning on PBO in BIOS, updating BIOS to latest version, removing CMOS and resetting BIOS multiple time, installing latest chipset drivers.

If I manually OC using Ryzen Master at 4.2Ghz/1.275v, it seems to run fine but I have to apply it on every boot. I can't seem to OC through BIOS as I can't find a setting for CPU core voltage, only CPU ratio. With manual OC, avg temp is 75-80 degrees at 100% prime95 test, so it can't be thermal throttling.

What can I do to resolve this issue? Is my motherboard faulty? All responses are appreciated.
