When will rideshare hold drivers accountable for complying with medical service animals?

Flew into my local international airport and spent two hours finding an Uber who would allow me in the car with my vested medical service animal - mind you it's 10 degrees out - finally got so fed up from the denials and drive offs, my current uber driver only allowed us in the car if my dog was in a BAG. Obviously complied because I was willing to do whatever I needed to

Yes, l've called and reported each incident and also on the flip, understand why drivers may not want an unknown animal in their car, but my goodness it’s an added layer of anxiety, stress and is humiliating!

Anyone else have experience with this?
