Squid Game Season 2 Plot Hole: Gi-hun Could’ve Ended the Games Easily

SPOILERS AHEAD

Am I the only one who realized Gi-hun could’ve ended Squid Game Season 2 after every single game? He literally has billions HE DOES NOT WANT TO SPEND. He could’ve just offered every remaining player 1 billion won each to vote 'X' and stop the games entirely.

The rule is clear: if the majority votes to stop, the games end. Instead, we get rebellion plans and more bloodshed.
