Increasing Industrial Capacity/Economic growth should give you budget per turn.
Not only does it make sense, like you're telling me that being popular gives authority, and legalizing drugs somehow gives money, but improving the industrial capacity and economy of Rizia doesn't?
You already lose energy for increasing it, so it's only fair that you should gain some budget. Maybe +1 budget per turn, per every 2 energy we lose per turn or something on that scale.
Not only would it be fair, it would be another way of turning energy into budget that doesn't involve trading with other people.
It would also make pro economy/industrial decrees make more sense, like Iza park, Sallabes park, tax credits etc. Because right now you're not really rewarded for it gameplay wise like everything else, it's just RP and you get Elena telling you how good you did in a meeting at the end of the game that's it.
