Is this normal Shedding?

I have had my Red-Eared Slider for about 7 years now and he never really stopped shedding. His diet is very consistent and his water is changed roughly every month. I feed him every other day a little less than half a capful as well as a couple of dried red shrimp. (P.S. I know the pictures are not the best but if I try and take him out he hisses and bites me)
