How do i form india?

Yo guys,
I broke free from Britain and managed to get this super India. The only (very big) issue is that the only accepted pops in my country are the 80k English people. I researched pan nationalism but I still don't have an option to form India. If anyone could help me figure this out it would be greatly appreciated!
