Vinyl cutting machines?

I was thinking about cutting my own vinyl, and I was wondering if there is some comprehensive guide on how to do it and, most importantly, minimal budget needed to do so effectively.

I assume that some vinyl cutters that pop up when I google them, whose price is 1,6k EUR are not really good ones, but don't know how good of a price is good enough (5k, 10k, 15k?).

Furthermore, I've heard that before pressing a vinyl, tracks require specific master, due to some technological limits. Is that still the case or are new machines different?
