Whiteout Drone Mechanic

I have seen a lot of Scorpions with Whiteout drones. Their emp effects are instantaneous upon teleporting. However, when I use it with my Shenlou, I have to wait 1-2 seconds after teleporting before my Whiteout drone starts attacking. Am I missing something here? 🤔
