Red light power supply

I bought 2 of these secondhand, jasper units with black shell. Opened one up to clean it. It had this error before I opened it too. Anyone here familiar with this happening? I've read it's a short somewhere, but I wouldn't exactly know the first place to look for that. I do know there is a few bulged caps, would they cause that still?
