On combat ability alone. No Avatar State. No spirit-bending. No Raava. Both of them at the power level they were at at the end of their respective series. Who wins?

I know that Super Hero was a movie so it didn't show much, but with Daima being a 24 episodes series, it would feel weird if it only got 11 characters. Yet if they had more characters then it would feel that Super Hero DLC purchasers got scammed, where they paid the same price and got less content.
